Can a hospital CE department meet the expectation of the Collaborates Effectively Criterion by working with various departments in the same hospital?

No; Criterion 28 is clear that the accredited provider (hospital or otherwise) must work with outside organizations to tackle population health issues.  Internal collaborations are valuable, but don’t contribute towards satisfying this criterion.
