Commendation Criterion 27 requries a focus on “population health” but what about a population that has elected medical treatment for aesthetic purposes? Does this count?

Actually, yes.  While Criterion 27 typically refers to socioeconomic barriers, it is possible for an organization to meet this criteria by education/serving learners regarding patients who elect to have surgery as the collective “population”.
