Does a completed Conflict of Interest (COI) disclosure form demonstrate conflict resolution?

No.  Collection and review of disclosure information via a signed disclosure form is a method of identification of relevant COIs.  Conflict resolution occurs when an appropriate mechanism is implemented, once disclosure information has been collected and reviewed, to manage a relevant COI and ensure education is fairly-balanced and that it aligns with the interest of the public.
