Are pharmacies considered ACCME-defined commercial interests?

Not usually.  The ACCME offers exemptions to several types of organizations, within the context of their definition of a commercial interest, but a pharmacy is not one of these organizations, unless it is situated within a hospital.  To review the ACCME definition of a commercial interest and a list of the types of organizations excluded from this definition (i.e. hospitals, diagnostic laboratories, etc.) please click here.
