When designing a MIPS activity, do we need to target a specific group size? Is there a minimum or maximum number of learners?

No!  MIPS activities (Merit-based Incentive Payment System Improvement Activities: Completion of an Accredited Safety of Quality Improvement Program) can be designed for as few as a single clinician, or as big a group as the entire membership of a professional community.
